When submitting your California State Board of Pharmacy Designated Representative application form, you must include proof of Designated Representative training. The proof is a “Training Affidavit” form. Wholesaler Licensing

A designated representative is an individual who performs clerical, inventory control, housekeeping, delivery, maintenance, or similar functions related to the distribution or dispensing of dangerous drugs or dangerous devices. To work as a designated representative, you must possess and keep a current Designated Representative license.

When applying for a California Designated Representative Wholesaler license, you must include a signed training affidavit in your license application. Successful completion of this course earns a training affidavit: California Designated Representative Wholesaler training course.

The California Board of Pharmacy must expedite the licensure process for an applicant whose spouse or partner is an active duty member of the U.S. Armed Forces, and meets other criteria.

The best single source of licensing information is the Designated Representative license application form. The application form details: eligibility requirements (e.g., general education, paid work experience), completion of a training program (e.g., the SkillsPlus International Inc. Designated Representative Course, and the licensure application process (e.g., fees, supporting documentation, fingerprint scanning).

3PL Licensing

The California Board of Pharmacy requires third-party logistics providers (3PLs) obtain a third-party logistics provider license. The Board also requires designating a responsible manager, and making sure specialized employees who will serve as Designated Representatives-3PLs get licensed. When applying for a California Designated Representative-3PL license, you must include proof of required training. Reverse Distributor Licensing

The California Board of Pharmacy published a webpage in 2018 for the Designated Representative Reverse Distributor license. It states, “To be licensed as a Designated Representative-Reverse Distributor in California, you must satisfy the requirements under Business and Professions Code section 4053.2. A Designated Representative-Reverse Distributor license is responsible for supervision over a licensed wholesaler that ONLY acts as a reverse distributor pursuant to Business and Professions Code section 4022.6.”

Florida

Florida requires Designated Representatives working at drug & device wholesalers be trained in specific Florida pharmacy laws. Applicants must pass the official state examination in order to become a Florida Certified Designated Representative (CDR). Refer to Florida’s CDR candidate information booklet (CIB) for details. The state exam covers a lot of material, so most CDR candidates benefit from studying, and exam preparation.

All prescription drug wholesale distributors must designate one person as the designated representative for a given facility. This person must have an active CDR certification from the Florida Department of Business & Professional Regulation (DBPR).

In order to become certified, all application materials & fees must be submitted, and you must receive a passing score on an exam given by the Department. This exam covers federal laws governing prescription drug distribution, and ss. 499.001 – 499.79, F.S. Additionally, the exam covers the rules adopted by the Department governing wholesale prescription drug distribution. An application is not complete until the applicant receives a passing CDR exam score.

The Department publishes a Candidate Information Booklet (CIB) designed to introduce computer based testing, and provide candidate information for the exam. In addition, the DBPR uses the services of Pearson VUE to schedule, administer, score, and report the results for computer testing. Caution – There are old versions of the candidate information booklet (CIB) on the internet. Therefore, make sure you’re referencing the most current version.
